Sharps Terrace

Sharps Terrace was a severely distressed public housing development located in Sharpsburg, Pennsylvania. The community was originally constructed in 1954 by the Allegheny County Housing Authority to provide housing for the working people of Sharpsburg and their families during the post-war industrial boom.

Forty-Seven years and a significant economic shift in the region had rendered the site 'functionally obsolete' and in need of a complete social and physical revitalization. Regardless of the challenges it has faced, the community has remained a tight-knit residential river enclave with a largely intact commercial district and a highly-rated school system.

In 2001, ACHA hired TREK Development Group to conduct a comprehensive revitalization of the community.

Project Description:
The scope of the revitalization included a combination of significant rehabilitation, new construction and site enhancement. The density of the site was significantly decreased, reducing the unit count from 66 to 36 units and additional off-street parking was constructed. In the rehabilitated structures, all common hallways were captured within the residences thus offering each resident their own private entrance and outdoor porch or deck area. The original hard wood floors have been refurbished and many amenities have been added including double-height living areas. The newly constructed town homes include washer and dryer hook-ups, spacious living and dining areas and integral garages.

The community center includes a large function room and kitchen, a computer learning facility equipped with DSL internet connections, resident storage, conference room and the management offices.

Meaningful supportive services are available to the residents through partnership efforts with local service providers.

The revitalized Sharps Terrace residential community achieved 100 percent occupancy within 30 days and maintains a significant waiting list.



Negley Gardens

Negley Gardens was a severely distressed public housing development located in Tarentum, Pennsylvania. The community was originally constructed in 1971 by the Allegheny County Housing Authority to provide housing for the working people of Tarentum and their families during the post-war industrial boom.

Thirty-two years and a significant economic shift in the Alle-Kiski Valley had rendered the site functionally obsolete and in need of a complete social and physical revitalization. Regardless of the challenges it has faced, Tarentum has remained a tight-knit residential river enclave.

In 2003, ACHA hired TREK Development Group to undertake the comprehensive revitalization of this community.

The scope of the revitalization included significant rehabilitation and site enhancement. The density of the site was significantly reduced and additional off-street parking was constructed. In the rehabilitated structures, all common hallways were captured within the residences thus offering each resident their own private entrance and outdoor porch or deck area. All residences include washer and dryer hook-ups and spacious living and dining areas. Considerable efforts were made to integrate the structures with the surrounding residential community including the addition of pedestrian bridge connections to the public sidewalk, covered porches facing the street, and the softening of the edges with increased planting. These additions have improved the aesthetics, as well as the safety of the neighborhood by creating defensible spaces for residents.

The community center includes a large function room, kitchen and the management offices. Meaningful supportive services are available to the residents through partnership efforts with local service providers.
